About the Permanent Representative
Ambassador Francis K.Butagira was born at Bugamba in Mbarara District on 22nd November,1942. He is married to Mrs. Lydia Butagira with seven children.

He had his lower education in Uganda, Ordinary and Advanced level at Ntare Secondary School.(1958-1963). He proceeded to Dar es Salaam University where he graduated with an LL.B Hon's Degree Upper Second (1964-1967). He continued to London University School of Oriental and African Studies and obtained a Certificate in African Studies (1965). He proceed to  Harvard University where he graduated with an LL.M Degree (1970-1971).

Ambassador F.K Butagira's working experience, reveals a long track record in serving his country. In 1967, he worked as the State Attorney. In 1968 he served as a Lecturer at Nsamizi Law School.1969-1970 he was the Head of Department of Law at the Law Development Center. In 1973 he was appointed Chief Magistrate at Buganda Road Law Courts. In 1974, he was appointed Chief Magistrate Mbarara. In late 1974 - 1979, he was a judge of High Court. In early 1979-1980 he served as a member of National Consultative Council (Interim Parliament of Uganda) where he rose to be its Chairman in 1980. In December 1980 - 1985 he served as Member of Parliament, Mbarara West Constituency and the Speaker of National Assembly. In 1981-1983, he was the President of EEC/ACP joint Assembly, during that period, he led the Joint EEC/ACP Fact-Finding Mission to Countries of Southern Africa affected by the Apartheid Regime, i.e Angola, Mozambique, Tanzania, Botswana, Swaziland,Lesotho, Zambia and Zimbabwe. In 1989-1996, he served as a Member of the National Resistance Council (Parliament of Uganda) representing Rwampara Constituency and Chairman, Committee of Legal and Security Affairs of the Council. 1996-1997, he worked as  a Legal Practitioner with Kirenga and Butagira Advocates Law firm in Kampala. In 1998 he was appointed Ambassador of Uganda to Ethiopia and Permanent representative to the OAU. He transferred to Nairobi as Uganda High Commissioner and Permanent Representative to United Nations Environmental Program (UNEP) and United Nations (HABITAT). In 1999, He led the Uganda Team that negotiated the Treaty establishing the East African Community. 2000-2003 , he was one of the Mediators in IGAD-sponsored Sudanese Peace Talks.

In June 2003, he was appointed Uganda's Permanent Representative to the United Nations, New York.

As a hobby, he likes traveling and reading; he has traveled widely and he is a Co-author of two books, "Handbook for Magistrates" and "The Law Reform in East Africa". In addition he is a cattle farmer.

In 2005/6,he served as Chairman of the Third committee of the 60th session of the United Nations General Assembly. He has been elected Vice-President of the 61st. session of General Assembly.

The Uganda Investment Authority, recognized his great work in attracting investments to Uganda by awarding him a GOLDEN MEDAL.
